50 Years of Moving Every Life Forward

Fifty years ago, COTA began with a simple mission: to connect people to opportunity. In 2024, we celebrated a half-century of progress — reflecting on where we’ve been and looking ahead to the future of mobility in Central Ohio.

Transit is more than just getting from one place to another. It’s access — to jobs, education, healthcare, housing, fresh food and the moments that matter. Transportation is the backbone of a thriving region, and with historic growth ahead, we have a responsibility to build a system that moves more people, more efficiently and more sustainably than ever before. Thanks to the community’s support of LinkUS in November 2024, we are ready to modernize transit for generations to come.

This investment will expand COTA services by 45% over the next two decades, and launch late night service beginning in May 2025. Construction will soon begin on the West Broad Street Bus Rapid Transit (BRT) corridor, and by 2031, three of five planned corridors will be operational, alongside 14 new or improved bus lines. But this transformation goes beyond transit — we’re investing in more than 500 miles of sidewalks, multi-use paths and bikeways, creating safer, more connected communities.

None of this progress happens without the people behind the service. Every day, our dedicated employees drive innovation, keep our community moving and make COTA’s vision a reality. Their commitment fuels the journey ahead.

Central Ohio, we made history. The decisive victory of Issue 47 in November 2024 marks a defining moment for our region. Through the LinkUS initiative, we are not just envisioning a better future — we are delivering it. This transformative investment in mobility will shape Central Ohio for decades, ensuring that as our community grows bigger, our transit system grows better to meet the needs of everyone.

The LinkUS initiative will provide safer, more accessible and more reliable transportation options for all. This is more than a transit expansion — it’s a commitment to economic opportunity, sustainability and equity. Starting in 2025, Central Ohioans will see immediate changes, including expanded service hours, increased frequency and the launch of the region’s first Bus Rapid Transit (BRT) corridor along West Broad Street.

Through the LinkUS initiative, we will:

  • Expand service hours by 45%, allowing for greater access to jobs, education, healthcare and essential services.
  • Invest in 500+ miles of sidewalks, trails, crosswalks and other transit-supportive infrastructure, ensuring safer, more convenient first- and last-mile connections to transit.
  • Launch five Bus Rapid Transit (BRT) corridors, bringing high-capacity, high-frequency transit service to key corridors.
  • Build new transit centers, Park and Rides, shelters and mobility hubs, improving accessibility and the overall customer experience.
  • Enhance mobility options, including the expansion of COTA//Plus zones and increased Mainstream service.

The approval of LinkUS is a victory for the people of Central Ohio. Thanks to your overwhelming support, COTA can now deliver a future where transit is more accessible, reliable and equitable for all. This investment — driven by and for our community — will strengthen our economy, reduce congestion, improve air quality and ensure that no one is left behind as our region grows. 2024 marked a pivotal year for COTA — not just in advancing our transit services, but in strengthening the heart of our operations: our people. To build a world-class transit system, we knew we had to invest in the talent that powers it. So, we focused on recruiting and retaining a dedicated, passionate workforce ready to meet the ambitious goals we set.

COTA hosted a major hiring event in the spring, receiving 279 applications. By year’s end, we welcomed 241 people to Team COTA: 217 new fixed-route Operators, including 35 flex Operators for COTA//Plus and Mainstream services and 24 new administrative hires who support our frontline workforce.

With a new industry-leading collective bargaining agreement that gave employees a voice in shaping their workplace, our retention rate rose to 84% — a 4% increase from the year before. By offering competitive wages, comprehensive benefits and a commitment to wellness, we built a team that is engaged, dedicated and ready to continue improving the services our community deserves.

Our recruitment and retention efforts played a key role in the successful service improvements we made in all three service changes in 2024. With an empowered team, we expanded routes, increased frequencies and launched new services, creating a more connected and reliable system for our community.

We are proud of these results, but our commitment doesn’t stop at hiring — it’s about making sure our employees feel valued and heard. With the continued support of our dedicated team, we are laying the foundation for a brighter, more connected future for everyone in Central Ohio — and we’re doing it together, as one united team.

Our Community Impact

COTA plays a vital role in connecting people to what matters. Whether it’s getting kids to school, helping seniors age in place with dignity or providing people a safe way to explore the city, our services make it possible for everyone to keep moving forward.

Through partnerships with local nonprofits and community organizations, we’ve worked to make sure transportation isn’t a barrier for anyone, no matter their need. Access to transit is about more than getting to a destination; it’s about creating opportunities and building a stronger, more connected community.

New TWU LOCAL 208 Contract

Groundbreaking Agreement for Progress

The year marked a historic milestone for COTA and transit workers across the country with the approval of a transformative three-year labor contract between COTA and the Transport Workers of America (TWU) Local 208. This groundbreaking agreement sets a new standard for the industry, with substantial wage increases each year, enhanced insurance benefits for employees and their families and strengthened job security for union-represented workers.

This contract is not only a step forward for COTA but also a powerful statement about the value of the workforce that powers our transit system. It provides a strong foundation for COTA’s continued growth in Central Ohio, ensuring that our employees are supported and empowered as we work together to build a modern, world-class transit system.

With approximately 860 employees across fixed-route and COTA//Plus Operators, Vehicle Maintenance Technicians and Customer Service Representatives, TWU Local 208 plays a vital role in COTA’s success. This agreement not only honors their commitment to the community but positions COTA as an employer of choice for the next generation of transit professionals.

In 2024, COTA’s commitment to professional and personal development helped employees seize opportunities to grow. Whether pursuing higher education or improving their skills, our team was empowered to move forward.

  • 20 employees participated in COTA’s Tuition Reimbursement Program, with expanded partnerships offering tuition-free degrees and certifications through local universities.
  • 124 employees are actively working to reduce student loan debt through COTA’s Loan Repayment Program.
  • 50+ employees enhanced their skills and earned valuable credentials through the Tech Credit Program, boosting their professional development and future opportunities.

These efforts reflect COTA’s dedication to fostering a thriving, skilled workforce ready to meet the challenges of tomorrow’s transit needs.

Service Expansion

Rebuilding Service in 2024

In 2024, COTA’s ridership increased to 11,912,895, reflecting the growing demand for the vital transit service that Central Ohio depends on. Behind this growth is a renewed commitment to the community — through targeted hiring, we’ve been able to expand service with each trimester, bringing more opportunities for people to connect. Looking ahead, we are continuing to expand services, fueled by ongoing recruitment efforts and increased funding through the LinkUS initiative. COTA is strengthening the foundation of an accessible, reliable transit system that will support the growing needs of Central Ohio for decades to come.

Electric Vehicles

Driving Toward a Cleaner Future

In 2024, we advanced our sustainability efforts by expanding our fleet of clean energy vehicles, moving Central Ohio closer to its climate goals. With 50 electric buses in service by year’s end, we reinforced our commitment to reducing emissions and investing in a greener future.

This progress goes beyond environmental responsibility. It reflects our leadership in clean energy solutions and our dedication to a healthier, more sustainable region. We remain on track to achieve net-zero carbon neutrality by 2050, supporting the City of Columbus Climate Action Plan and a cleaner future for all.

Looking ahead, we are proud to announce that the U.S. Federal Transit Administration awarded us nearly $23 million to fund 10 new hydrogen fuel cell electric buses and the construction of a hydrogen fueling station at our McKinley Avenue facility. This investment strengthens our commitment to delivering sustainable, innovative service for the communities we serve.

McKinley Transit Facility Renovation

Modernizing McKinley Avenue to Advance Mobility

For more than four decades, our McKinley Avenue Transit Facility has been the heart of COTA’s operations, keeping our region moving. In 2024, we completed a transformational renovation of this facility — one that isn’t just about upgrading a building but about investing in the future of mobility for Central Ohio.

Designed with our customers, employees and community in mind, the modernized facility enhances service reliability, strengthens sustainability efforts and creates new opportunities for workforce development. Key improvements include:

  • 40 new electric bus charging stations, supporting our commitment to a cleaner, greener fleet
  • 14 EV chargers for visitors and employees, making sustainable transportation more accessible
  • Cutting-edge maintenance and vehicle testing facilities to keep our buses running safely and efficiently
  • A technologically advanced command center that enhances communication and service coordination
  • A newly designed transit shelter to better serve our customers
  • A dedicated headquarters for COTA’s strategic response specialists, ensuring a safe and seamless rider experience

Beyond the physical upgrades, this project has also been a launchpad for future careers. Partnering with Marker Construction, we provided hands-on training, internships and mentorship opportunities for students and young professionals, introducing them to careers in construction, engineering and transportation.

This facility is a hub for progress, sustainability and opportunity. With these improvements, we’re moving all of Central Ohio forward.

Digital Innovation

Driving Progress With Cutting-Edge Digital Innovations

Every digital advancement we make is designed to create a better, more seamless experience for our customers. In 2024, we invested in transformative digital solutions that enhance reliability, accessibility and safety, ensuring that every ride is smarter, smoother and more connected than ever before.

From strengthening cybersecurity to implementing advanced call center technology, we’ve optimized our digital tools to make transit more intuitive and responsive to customer needs. These innovations allow us to make proactive decisions that keep our system running efficiently, while also giving customers more control and confidence in their journey.

In 2024, we introduced:

  • Solar-powered digital displays at 30 new stops, delivering real-time bus arrival updates to keep customers informed.
  • The ELERTS system, making it easier than ever to report safety or cleaning concerns online, in the app or by phone.
  • Fare purchases through Google Maps, giving customers a seamless way to plan and pay in one place.
  • Uber integration, with nearly 4,000 rides purchased through the Uber app in just 18 months, expanding access to transit options.

Coming in 2025:

  • Upgraded transit software that enhances real-time tracking, helping us plan more reliable service while ensuring customers always know where their bus is and when it will arrive.
  • Tap-to-pay technology, allowing customers to board and pay instantly with a credit card or mobile wallet — no app or ticket required.

Every step forward in digital innovation is a step toward a more connected, convenient and customer-focused transit experience.

Community Impact and Safety

Strengthening Emergency Response With COTA’s Strategic Response Team

When emergencies happen on or around COTA vehicles, our Strategic Response Specialists are there to step in. Trained in de-escalation, first aid and crisis intervention, they provide immediate support to customers and Operators, ensuring safety and stability in challenging situations.

Each specialist completes an intensive four-month training program covering mental health response, human trafficking awareness, Homeland Security active shooter training and more. They are stationed at transit centers, Park and rides, stops and shelters, ready to assist when needed.

In 2024, our team connected 453 people with critical resources, from temporary housing and food assistance to drug counseling and mental health services.

By responding in real time and offering meaningful support, we’re making transit safer and more accessible for everyone.

Employees continue to be the key ingredient in helping COTA deliver a vital service in Central Ohio. Whether on the clock or off, COTA’s employees in 2024 made a concerted effort to serve their community in meaningful ways.

Through our Employee Resource Groups (ERGs), team members came together in 2024 to support one another, strengthen workplace culture and make a real difference beyond the job.

COTA’s five ERGs — VERG, BELIEVE, PACT, PRIDE and WISE — create space for connection, advocacy and service. Whether through mentorship, volunteerism or community outreach, these groups reflect the passion and dedication that define Team COTA.

Veterans ERG (VERG)

VERG is committed to serving Team COTA and community partners through innovative and diverse programs and activities, including participating in Central Ohio Veterans Stand Down and Veterans Day luncheon celebrations.

Black Employees Leading in Inclusion, Excellence, Vision & Education (BELIEVE)

BELIEVE strives to break down barriers and dissolve systemic issues through advocacy, corporate events, employee activities, networking and community partnerships. In 2024, BELIEVE organized four COTA-led Food Drives, distributing more than 32,000 pounds of produce, and participated in the African American Male Wellness Walk.

Parents Actively Collaborating Together (PACT)

PACT promotes an inclusive environment for working parents and family structures through support, education, resources and outreach. PACT’s signature event is Camp COTA, which allows children of COTA employees to experience a day in the life at COTA and explore future career opportunities. In addition to Camp COTA, in 2024, PACT initiated a COTA book club.

People Respecting Individual Definitions Everywhere (PRIDE)

PRIDE creates and maintains a safe, inclusive, equitable and supportive environment for LGBTQIA+ employees and allies at COTA. In 2024, COTA employees and partners attended The Stonewall Pride March and Festival and the Grove City Pride Resource. A 614 ad featuring the message “Every passenger welcomed, every journey celebrated” served as COTA’s anthem for Pride Month and beyond, reinforcing our unwavering commitment to inclusivity and support for all riders.

Women for Inspiration, Strength and Excellence (WISE)

WISE leads through an intentional, inclusive and intersectional focus on career development, wealth building and whole-person living for all women across Team COTA. In 2024, WISE participated in the Making Strides Against Breast Cancer walk and organized a Breast Cancer Awareness Month Breakfast and Lunch and Learn, with a mammogram truck onsite, offering free mammograms to COTA employees.

HERITAGE MONTHS

Also, in 2024, COTA’s ERGs proudly celebrated Hispanic Heritage Month with participation in the Hispanic Heritage Walk, a vibrant social media campaign highlighting our employees and opportunities for staff to engage in citywide celebrations. For Asian American Pacific Islander Heritage Month, COTA highlighted AAPI-owned businesses along transit lines and featured employees in a dedicated social media campaign.

THE LOOP

The Loop, COTA’s new employee Intranet, was launched in February 2024 as a “one-stop shop” for COTA team members to get information, download employee documents and forms, read updates and engage with stories about their fellow team members and life at COTA. This new tool has garnered rave reviews, with more than 50% of COTA’s nearly 1,200 employees logging in weekly to see what’s going on and what’s coming up!
